## Context

External briefs labeled tenant onboarding as “Phase 3”, while internal docs already used فاز ۳ for OTP + Tenant Management.

## Decision

Keep internal numbering:

1. Phase 1 — Core Platform  
2. Phase 2 — Identity & Access + SSO  
3. Phase 3 — OTP Login + Tenant Management  
4. Phase 4 — Tenant Onboarding & Workspace Activation  

When referencing briefs, note the alias explicitly.

## Consequences

Avoids rewriting historical progress; requires glossary note.
