Experience Platform 11.8 (0.11.8.0) is complete. The experience_db owns bundle catalog definitions, tenant bundle assignments, Core entitlement reference bindings, and feature toggles. Core retains all plan, subscription, billing ledger, and entitlement-engine ownership.
