Keep internal numbering:

Phase 1 — Core Platform
Phase 2 — Identity & Access + SSO
Phase 3 — OTP Login + Tenant Management
Phase 4 — Tenant Onboarding & Workspace Activation

When referencing briefs, note the alias explicitly.

Consequences

Avoids rewriting historical progress; requires glossary note.
